Commissioner Peterson called the meeting to order at 7:00 PM.

ROLL CALL:

Present: Commissioner Peterson, Leonard, Williamson.

Staff: Police Chief Nick Almquist, City-Clerk Swisher, Deputy City Clerk Snowden

PUBLIC COMMENTS: Chief Almquist stated that it is finally nice to meet the commissioners in person and gave a department update on staffing.

APPROVAL OF MINUTES:

Chairman Peterson opened for consideration for approval of the Civil Service Commission minutes of September 21, 2021. Motion: Approve Brier Civil Service Commission minutes of September 21, 2021, Moved by Commissioner Williamson, Seconded by Commissioner Leonard. Motion Carried.

NEW BUSINESS:

Chairman Peterson opened for discussion regarding the meeting time for the Civil Service meetings. City Clerk Swisher gave a brief background of the history and mentioned that in the Rules and Regulations, meeting times were to be on the first Wednesday of the month at 7:00pm. Commission discussion regarding the time and all agreed that it should not be during the wpublic can attend. Motion: Civil Service meetings will be on the first Wednesday of the month at 7:00pm. Moved by: Commissioner Peterson, Seconded by: Commissioner Leonard, Motioned Carried.

Chairman Peterson opened for discussion the appointment of the Commission Secretary / Chief Examiner. City Clerk Swisher introduced Deputy City Clerk Snowden and gave a brief background. City Clerk Swisher also answered questions by the Commission regarding the duties of the Secretary / Chief Examiner and mentioned if the Commission thought it was best to open the position up to the public, is an option as well. Chief Almquist gave his input as why he thought it was best to have someone outside of his department and that Deputy City Clerk Snowden was a good fit. Motion: Approval of appointment of Deputy Clerk Treasurer Snowden as the Commission Secretary / Chief Examiner. Moved by: Commissioner Peterson, Seconded by: Commissioner Leonard. Motion Carried.

Chairman Peterson opened for discussion the adoption of the new City of Brier Civil Service Rules and Regulations. Commission asked for clarification of sections and wording from Chief Almquist and City Clerk Swisher and they discussed what changes were needed in the document.

Motion: To adopt the New City of Brier Civil Service Regulations with the following amendments: Section 4, to add a definition of Civil Service and Incumbent; Section 3.03, striking the work 'either'; Section 8.31, replace the word 'posted' with 'certified'; Sections 14.01 and 14.01.02, replace 'Police Chief' with 'Mayor'; Section 18.15.03, include email as one of avenues of notice. Also correcting the numbering of section to be in succession and grammatical errors. Moved by: Commissioner Peterson, Seconded by: Commissioner Leonard. Motion Carried.
