BRIER PLANNING COMMISSION MINUTES

September 15, 2021
7:00 PM

Chair DeMorett called the Brier Planning Commission meeting to order at 7:00 PM. 


ROLL CALL:

Present: Commissioners DeMorett, Hanson, Kolden, Rosman, Tastad and Councilmember Gallagher.

Absent: Commissioners Jonart and Lenning.

Staff: Planner Flathman


APPROVAL OF MINUTES:

Chair DeMorett opened for consideration approval of the August 18, 2021 Planning Commission minutes. Motion: Approve the August 18, 2021 Planning Commission minutes, Moved by Commissioner Kolden, Seconded by Commissioner Tastad. Motion Carried.


COMMITTEE REPORTS:

Councilmember Gallagher discussed recent City Council activity.


PUBLIC REQUESTS & ORAL COMMUNICATIONS: None.


PUBLIC HEARINGS:

Chair DeMorett opened the Public Hearing at 7:04 PM, for Subdivision Estate of Dreams, file No. SUB21-01, located at 22215 Brier Road. Planner Flathman gave a review of the subdivision application, with a recommendation of approval. Thomas Colleran spoke on behalf of the applicant and addressed some concerns that were expressed in writing prior to the hearing.

Emily and David Patrick of Brier, have concerns about the trees being proposed for removal, they like the privacy the trees give.  They are also concerned about air and noise pollution.

David Korb of Brier, has concerns about the traffic with opening up 223rd Pl SW as a through street.

James Meadows of Brier, is glad to see that some trees will be remaining on site. He has concerns about opening the road 223rd Pl SW as a through street and the safety of kids, he asked if the school district has been notified, why the change from cul-de-sac to through street, and how many homes could be built if a cul-de-sac is constructed. Would like to see the builder to consider not making 223rd Pl SW a through road.

Thomas Colleran answered clarifying questions.

Commissioner Hanson asked various questions about the trees on the property.

Commissioner Kolden asked about the details of traffic impact analysis report.

Commissioner DeMorett asked if a traffic calming device could be added to 223rd Pl SW.

The Public Hearing closed at 7:45 PM.

There was Commissioner discussion.


Motion: To recommend approval to City Council for Preliminary Plat for Estate of Dreams, a five lot Subdivision, No. SUB21-01, located at 22215 Brier Road, Moved by Commissioner Rosman, Seconded by Commissioner Kolden. Motion Carried.


ADJOURNMENT:

Motion: To adjourn, Moved by Commissioner Rosman, Seconded by Commissioner Kolden. Motion Carried. The meeting adjourned at 7:50 PM.
