and Kolden.

APPROVAL OF MINUTES:
Chair DeMorett opened for consideration approval of the September
15, 2021 Planning Commission minutes. Motion: Approve the September 15, 2021 Planning Commission minutes, Moved by Commissioner Rosman, Seconded
by Commissioner Hanson. Motion Carried.
COMMITTEE REPORTS:
Councilmember Gallagher discussed
recent City Council activity.
PUBLIC REQUESTS & ORAL COMMUNICATIONS: None.
PUBLIC HEARINGS:
Chair DeMorrett
opened the Public Hearing at 7:10 PM, for Code Amendment File No. CA21-03, Home
Occupation Business License Regulations. Planner Flathman
reviewed the code changes.
The Public Hearing closed
at 7:31 PM.
Commissioner Rosman
suggested to strike lines 66 through 69. He would like to see a definition of
"home agriculture business" and if this will include live
stock. He does not agree with the seven foot set back for planting areas, strike lines 71 to 73, on lines
78 and 79 remove "structural modifications or additions shall require City
Council approval", on lines 94-95 remove "deliveries from commercial suppliers
to the property shall not exceed an average of two trips per week over a one
month period".
There was commissioner
discussion.
Motion: To recommend approval to
City Council with the following modifications, line 54 remove "planting areas",
remove lines 66 through 69 to "general public" from line 69, lines 78-79 remove last sentence,
lines 94-95 remove "deliveries from commercial suppliers to the property shall
not exceed an average of two trips per week over a one month period", correct a
typo on line 150, Moved by
Commissioner Rosman, Seconded by
Commissioner Hanson. Motion Carried.
Chair DeMorrett
opened the Public Hearing at 7:53 PM, for Code Amendment File No.
CA21-04, Zoning Division II, Native Vegetation and Tree Protection. Planner Flathman gave an overview of the code changes.
The Public Hearing closed
at 7:57 PM.
Commissioner Hanson suggested
to add a definition of significant trees to 17.50.060.
Commissioner Rosman suggested
on line 10 change "a particular site" to "the site in question", define when a
tree is mature and on line 306 add more language regarding slopes.
Motion: To recommend approval to
City Council with the following modifications, in definitions note where the
definition of a significant tree can be found and on line 10 change "a
particular site" to "the site in question", Moved by Commissioner Rosman, Seconded
by Commissioner Tastad. Motion Carried.
NEW BUSINESS:
Chair DeMorrett opened for review the 2021 Planning Commission
Annual Report.
Motion: To recommend approval to City Council the 2021
Planning Commission Annual Report as written, Moved by Commissioner Tastad, Seconded by Commissioner Lenning.
Motion Carried.
