Chair DeMorett called the Brier Planning Commission meeting to order at 7:01 PM.

ROLL CALL:

Present: Commissioners DeMorett, Campbell, Lenning, Rosman and Councilmember Marley.

Absent: Commissioners Hanson and Tastad.

Staff: Planner Flathman.

APPROVAL OF MINUTES:

Chair DeMorett opened for consideration approval of the January 19, 2022 Planning Commission minutes. Motion: Approve the January 19, 2022 Planning Commission minutes, Moved by Commissioner Rosman, Seconded by Commissioner Lenning. Motion Carried.

COMMITTEE REPORTS:

Councilmember Marley discussed recent City Council activity.

PUBLIC REQUESTS & ORAL COMMUNICATIONS: None.

PUBLIC HEARINGS:

Chair DeMorett opened the Public Hearing at 7:07 PM, for Brier Municipal Code (BMC) Home Occupation Business License Regulations, Chapter 17.12, Code Amendment No. CA21-03a. Planner Flathman reviewed the proposed code amendments.

There was Commissioner discussion.

Commissioner Rosman suggested on line 114 adding the wording "detailed sketch", on line 136 add the wording "A scaled floor plan", on line 154 reference 17.12.050 and lines 155 and 157 do not meet requirements of BMC.

Commissioner DeMorett suggested adding "17.12.050.A.9" to lines 66 and 69.

The Public Hearing closed at 7:37 PM.

Motion: To recommend approval to City Council code amendments to Brier Municipal Code 17.12, Home Occupation Business License Regulations with the following corrections:

1.      On line 154 revise to read " More than two commercial deliveries to or from the premises in excess of the number of trips allowed under BMC 17.12.050 Criteria number 9 per week".

2.      Revise line 155 to read "Manufacturing with machinery that does not meet the requirements of BMC 17.12.050 Criteria number 9".

3.      Revise line 157 to read "Recurring noise that does not meet the requirements of BMC 17.12.050 Criteria number 8".

4.      Add "17.12.050.A.9" to lines 66 and 69.

Moved by Commissioner Rosman, Seconded by Commissioner Lenning. Motion Carried.
