BRIER PLANNING COMMISSION MINUTES

October 19, 2022
7:00 PM

Chair DeMorett called the Brier Planning Commission meeting to order at 7:02 PM.

ROLL CALL:
Present: Commissioners DeMorett, Hanson, Parsons, Rosman and Councilmember Marley.
Absent: Commissioners Campbell and Lenning.
Staff: Planner Michaelis and Clerk-Treasurer Swisher.

APPROVAL OF MINUTES:
Chair DeMorett opened for consideration approval of the June 15, 2022 Planning Commission minutes. Motion: Approve the June 15, 2022 Planning Commission minutes, Moved by Commissioner Rosman, Seconded by Commissioner Hanson. Motion Carried.

COMMITTEE REPORTS:
Councilmember Marley discussed recent City Council activity.

MISCELLANEOUS BUSINESS:
Clerk-Treasurer Swisher introduced our Interim City Planner Lee Michaelis.

PUBLIC REQUESTS & ORAL COMMUNICATIONS: None.

PUBLIC HEARINGS:
Chair DeMorett opened the Public Hearing at 7:11 PM, for Reasonable Use Exception for Critical Area Application No. CAR22-01, to allow construction of a single-family residence, detached shed, detached barn, driveway and installation, repair and maintenance of utilities, located at 21227 Poplar Way. Planner Michaelis gave a review of the permit application, with a recommendation to approve. The applicant Andrew Telesca explained why they would like to complete this project. Commissioner Parsons asked when the applicant expects to start the project and what will be the purpose of the new barn.
Commissioner Hanson asked about the aging sewer piping.
Commissioner Rosman asked if there will be limitations on the time of year construction can take place.
Scott Spooner the wetland ecologist on the project went over the measures that will be in place during the course of the project to protect the critical area.
The Public Hearing was closed at 7:33 PM.

Motion: Recommend approval to City Council for Reasonable Use Exception for Critical Area Application No. CAR22-01, to allow construction of a single-family residence, detached shed, detached barn, driveway and installation, repair and maintenance of utilities, located at 21227 Poplar Way, Moved by Commissioner Rosman, Seconded by Commissioner Parsons. Motion Carried.

ADJOURNMENT:
Chair DeMorett declared the meeting adjourned at 7:34 PM.
