BRIER PLANNING COMMISSION MINUTES

January 18, 2023
7:00 PM

Chair DeMorett called the Brier Planning Commission meeting to order at 7:00 PM.

 

ROLL CALL:

Present: Commissioners DeMorett, Hanson, Schneider (left the meeting at 7:54 PM), Parsons, Rosman, Othman and Councilmember Marley.

Absent: Commissioner Campbell.

Staff: Planner Michaelis and Mayor Kaemingk.

 

APPROVAL OF MINUTES:

Chair DeMorett opened for consideration approval of the November 16, 2022 Planning Commission minutes. Motion: Approve the November 16, 2022 Planning Commission minutes, Moved by Commissioner Rosman, Seconded by Commissioner Parsons. Motion Carried.


COMMITTEE REPORTS & COMMISSIONERS/ANNOUNCEMENTS:

Mayor Kaemingk discussed recent City Council activity and introduced the two new Commissioners, Stephany Schneider and Hisham "Sham" Othman.


PUBLIC REQUESTS & ORAL COMMUNICATIONS: None.


STUDY ITEMS:

A.     Chair DeMorett opened for review the 2022 Planning Commission Annual Report. Commissioner Othman suggested a correction of a grammatical error. They directed Planner Michaelis to forward the report to City Council.

 

B.     Chair DeMorett opened for discussion code amendments to Chapter 17.52 Tree Preservation. Planner Michaelis reviewed the proposed changes.

 

Commissioner Parsons made the following suggestions:

Line 168 change the definition to read "if the caliper at six inches above the root ball exceeds four inches, the caliper should be measured at twelve inches above the root ball".

Line 368 add section e. to include English Holly.

Line 421 add "between March 2nd and May 31st as recommended planting season".

Line 503 change from sixty days to ninety days.

Line 729 change to "six to eight feet in height with no more than 50 percent being less than eight feet".

Line 747 remove "in the mutually agreed-upon time period specified" and replace with "no more than one year from the issuance of the certificate of occupancy.

Line 793 add section "2. Root pruning if necessary under the direction of a certified arborist". Then adjust the numbering for lines 795, 797, 799.

 

Commissioner Rosman made the following suggestions:

Line 211 move the word excessive from the end of the sentence to the beginning.

Add a definition for "excessive pruning".

Line 438 remove this line and the definition of pastures.

Line 461 add "native"

Line 508 add the work adjacent, "or adjacent properties when owned by the same individual".

Lines 614, 617, and 620 add native.

 

Commissioner Hanson made the following suggestions:

Line 335 add "viable" in front of self-supporting and end with "Viability to be determined by a certified arborist"

Line 342, 345 and 550 add "as determined by a certified arborist".

Line 553 add "as determined by a landscape professional".

Line 726 replace the word diameter with caliper to stay consistent within the Code.

Line 763 cross out "exterior five feet of the" and add "drip line plus five feet".

 

Commissioner Othman suggested some grammatical corrections and asked if "Topped" should be in the definitions.


MISCELLANEOUS BUSINESS:

Chair DeMorett opened the floor for Chair and Pro-Tem nominations for 2023.

Commissioner Rosman nominated Commissioner DeMorett for Chair. Motion: Appoint Commissioner DeMorett as Planning Commission Chair, Moved by Commissioner Rosman, Seconded by Commissioner Hanson. Motion Carried.


Commissioner DeMorett nominated Commissioner Rosman for Chair Pro-Tem. Motion: Appoint Commissioner Rosman as Planning Commission Chair Pro-Tem, Moved by Commissioner DeMorett, Seconded by Commissioner Hanson. Motion Carried.


ADJOURNMENT:

Chair DeMorett declared the meeting adjourned at 8:18 PM.
