BRIER PLANNING COMMISSION MINUTES
August 16, 2023
7:00 PM
Chair DeMorett called the Brier Planning Commission meeting to
order at 7:00 PM.
ROLL
CALL:
Present: Commissioners DeMorett, Campbell, Parsons,
Rosman, Schneider and Councilmember Krienke.
Absent: Commissioners Hanson
and Othman.
Staff: Planner Michaelis.
APPROVAL
OF MINUTES:
Chair
DeMorett opened for consideration approval of the July 19, 2023
Planning Commission minutes. Motion:
Approve the July 19, 2023 Planning Commission minutes,
Moved by Commissioner Schneider, Seconded by Commissioner Campbell.
Motion Carried.
COMMITTEE REPORTS:
Councilmember
Krienke discussed recent City Council activity.
PUBLIC REQUESTS &
ORAL COMMUNICATIONS: None.
PUBLIC HEARINGS:
Chair
DeMorett opened the Public Hearing at 7:06 PM, for Conditional Use Permit No. CUP23-07,
to install septic systems located at 22304, 22328 Locust Way and an undeveloped
lot referenced as Parcel No. 00373101801901. Planner Michaelis reviewed the
project details. The applicant Bob Nehring explained the septic systems will be
installed up to code.
Orion
Stanger of Brier, asked to see the full size set of
plans. He provided information about the need to remove certain trees if the potential home owners should
want to install solar panels.
Commissioner
Parsons asked the applicant if they could save some of the larger trees.
Commissioner
Rosman asked where the closest sewer connection is to these properties.
Commissioner
Campbell asked the applicant to retain as many trees as possible on the center
lot.
The
Public Hearing closed at 7:27 PM.
Motion:
To recommend approval to City Council for Conditional Use Permit No.CUP23-07,
to install septic systems located at 22304, 22328 Locust Way and an undeveloped
lot referenced as Parcel No. 00373101801901, with staff recommendations along with the following conditions:
1.
Revise site plans on the north and middle lots to
amend the key notes to reflect the location of the drain field per Snohomish
Health District approved site plan.
2.
Relocate the turnaround to outside of the future
reserve area on the north and middle lots.
3.
Save as many trees as possible.
Moved
by Commissioner Rosman, Seconded by Commissioner Parsons. The
applicant asked clarifying question of one of the conditions. Motion Carried.
MISCELLANEOUS BUSINESS:
Planner
Michaelis advised the Commissioners the September meeting may have another
Condition Use Permit and possibly a Secondary Dwelling Unit application.
ADJOURNMENT:
Chair DeMorett declared the meeting adjourned at 7:36 PM.
