BRIER PLANNING COMMISSION MINUTES

October 18, 2023
7:00 PM

Chair DeMorett called the Brier Planning Commission meeting to order at 7:00 PM.

 

ROLL CALL:

Present: Commissioners DeMorett, Campbell, Hanson, Othman, Parsons and Rosman.

Absent: Commissioner Schneider.

Staff: Planner Michaelis.

 

APPROVAL OF MINUTES:

Chair DeMorett opened for consideration approval of the August 16, 2023 Planning Commission minutes. Motion: Approve the August 16, 2023 Planning Commission minutes, Moved by Commissioner Rosman, Seconded by Commissioner Othman. Motion Carried.


COMMITTEE REPORTS: None.

 

PUBLIC REQUESTS & ORAL COMMUNICATIONS: None.


PUBLIC HEARINGS:

Chair DeMorett opened the Public Hearing at 7:02 PM, for Conditional Use Permit No. CUP23-06, to allow for the removal and replacement of an on-site septic system to support the future construction of a single-family residence located at 2520 228 St SW. Planner Michaelis gave a review of the project details to include a discussion on the lot being a pre-existing legal lot because it does not meet the minimum lot area of the R-12,500 zone and that a pre-existing legal lot may be used for any authorized use or structure.  Planner Michaelis gave a recommendation of approval with conditions outlined in the staff report and an additional condition requiring the applicant to demonstrate compliance with the definition of a pre-existing legal lot.

There was commissioner discussion.

Commissioner Rosman asked when sewer might be available to this property, and brought up that the applicant is proposing to plant a fir tree in the drain field.

The Public Hearing closed at 7:16 PM.

Motion: To recommend approval to City Council for Conditional Use Permit No. CUP23-06, to allow for the removal and replacement of an on-site septic system to support the future construction of a single-family residence located at 2520 228 St SW, with conditions as written by staff with the addition of, prior to building permit and/or installation of the septic system, whichever comes first, the property owner shall provide to the city a conveyance deed dated prior to April 13, 1965 that legally describes the property in the configuration as it is in today, Moved by Commissioner Rosman, Seconded by Commissioner Parsons. Motion Carried.


MISCELLANEOUS BUSINESS:

Planner Michaelis advised the Commissioners that next month they will start discussions for the 2024 Comprehensive Plan Updates.

 

Commissioner Parsons said he noticed during the summertime there was a large geese population in Brier Park, he said while visiting Chelan he noticed that they used fake coyotes to keep the geese away.

Chair DeMorett declared the meeting adjourned at 7:22 PM.
