BRIER PLANNING COMMISSION MINUTES

April 17, 2024
7:00 PM



Chair DeMorett called the Brier Planning Commission meeting to order at 7:01 PM.

 

ROLL CALL:

Present: Commissioners DeMorett, Campbell, Parsons, Rosman, and Schneider.

Absent: Commissioners Hanson and Ficker.

Staff: Planner Michaelis.

 

APPROVAL OF MINUTES:

Chair DeMorett opened for consideration approval of the March 20, 2024 Planning Commission minutes. Motion: Approve the March 20, 2024 Planning Commission minutes, Moved by Commissioner Rosman, Seconded by Commissioner Campbell. Motion Carried.


STAFF UPDATES:

Planner Michaelis gave an update on recent City Council activity.

 

PUBLIC REQUESTS & ORAL COMMUNICATIONS: None.


2024 COMPREHENSIVE PLAN LAND USE ELEMENT:

Chair DeMorett opened for the Commissioners to ask follow up questions regarding the recent Open House or the overall Comprehensive Plan Amendment process.

Commissioner Campbell suggested to have some photos of what a lot would look like with an Accessory Dwelling unit on a property. Planner Michaelis advised he will have examples of existing projects from other cities along with site plans.

Commissioner DeMorett asked if we would eliminate the Conditional Use Permit for a Secondary Dwelling unit. This topic will continue to be discussed throughout the update process.


STUDY ITEMS:

Chair DeMorett opened for discussion the draft regulations for accessory dwelling units and missing middle housing. Planner Michaelis went through the draft changes to Brier Municipal Code (BMC).

Chapter 17.48: Commissioner Rosman suggested to have a maximum number of parking spaces for each parent parcel. Adding to the Junk Vehicle definition "expired license plates". He would like to limit the number of driveways to a property and remove 17.48.030.F.

Chapter 17.29: Commissioner Rosman suggested 17.29.020 section 8H.ii, add side yard set backs.

Commissioner Parsons would like to add a tree retention requirement.

The Commissioners asked clarifying questions, had discussion and recommended grammar corrections.


Planner Michaelis explained the process for updating the BMC and Comprehensive Plan and there will be future discussions over the next several months.


NEW & UNFINISHED BUSINESS:

Chair DeMorett reminded the Commissioners of the next open house on the Utilities Element, it is scheduled for April 27, 2024, from 11:00am - 1:00pm.

 

AGENDA FOR NEXT MEETING (May 15, 2024):

Planner Michaelis advised the Commission they will have a hearing on the reclassification of Vine Road.

 

ADJOURNMENT:

Chair DeMorett declared the meeting adjourned at 8:25 PM.
