BRIER PLANNING COMMISSION MINUTES
July 17, 2024

Chair DeMorett called the Brier Planning
Commission meeting to order at 7:00 PM.

Present: Commissioners DeMorett,
Campbell, Ficker, Parsons, Rosman and Schneider.
Absent: Commissioner
Hanson.
Staff: City Planner
Michaelis.
APPROVAL
OF MINUTES:
Chair DeMorett opened for consideration approval of the June 19,
2024, Planning Commission minutes. Motion:
Approve the June 19, 2024 Planning Commission minutes.
Moved by Commissioner Campbell, Seconded by Commissioner Schneider. Motion
Carried.
STAFF UPDATES:
City
Planner Michaelis gave an update on staffing regarding the Police Department
and the Building Official position. On July 9th, Berk Financial
Consultants gave a presentation to the City Council
and they will be making revisions which will be brought back to the Council at
a later date.

PUBLIC HEARING:
Commissioner/Chair DeMorett
opened the public hearing at 7:03 PM, to hear public comment regarding the
draft of the Housing and Transportation Elements of the 2024 Comprehensive Plan
Periodic Update. City Planner Michaelis gave an overview, he stated that he had
discovered the draft document was not sent out to anyone on the Comprehensive
Plan email list, so the public has not had a chance to review anything
pertaining to the drafts. Any testimony or comments made tonight will be added
to a revised draft document and sent out by the end of the week. He also
presented population estimate growth numbers released by the Office of
Financial Management that were released on July 1st, 2024.
Public comment:
Orion Stanger of
Brier, made suggestions regarding requirements on new construction and transportation that need to be
better for the environment. When
building new homes, asking developers to design the roof / ridge lines to accommodate
solar panels, encourage the use of natural gas and electric vehicles. Also
putting in sidewalks along busy roads. City Planner Michaelis addressed his
concerns. In 2027 the city will be required to add a climate change element so
the city could be able to encourage contractors to address the ridge lines, the
State is still looking at eliminating natural gas to new homes and traffic
calming features do need to be addressed within the City.
There was Commissioner discussion and clarification
questions regarding the Housing element with City Planner Michaelis.
Chair DeMorett mentioned
that there are not a lot of changes within the Transportation element. City
Planner Michaelis stated that the Public Works Department is still working on
traffic counts and will have the information back before the final plan is
adopted.

Commissioner/Chair DeMorett
closed the public hearing at 7:57 PM.
Motion: Approve to forward the
Housing and Transportation elements as discussed to the City Council. Moved by Commissioner Rosman, Seconded by Commissioner Parsons. Motion carried.
AGENDA FOR NEXT MEETING (August 21, 2024):
City
Planner Michaelis advised the Commissioners that two more elements will be
presented as well as a Public Hearing for a secondary dwelling unit will be
done at the next Planning Commission meeting on August 21st, 2024
