BRIER PLANNING COMMISSION MINUTES
September 18, 2024

Chair DeMorett called the Brier Planning
Commission meeting to order at 7:00 PM.

Present: Commissioners DeMorett, Campbell,
Ficker, Parsons, Rosman and Schneider.
Absent: Commissioner Hanson.
Staff: Planner Michaelis.
APPROVAL
OF MINUTES:
Chair DeMorett opened for consideration approval of the August 21,
2024 Planning Commission minutes. Motion: Approve the August 21, 2024

STAFF UPDATES:
City
Planner Michaelis gave an update on recent City activity.
PUBLIC REQUESTS &
ORAL COMMUNICATIONS:
Brad
Schneider of Brier, asked about the traffic counters
being out, and if the Light Rail opening has caused an increase in traffic.
Tiffany Austin of Brier, would like an
Environmental Element added to the Comprehensive Plan. She would also like to
see Brier not adopt the new Washington State Accessory Dwelling Unit
requirement and keep Brier's zoning as it is currently. She reached her three minute comment time and advised she will
email the Commissioners her comments in writing, as she had more to say.
PUBLIC HEARING:
Chair DeMorett opened the
Public Hearing at 7:09 PM, to receive public comments on the draft Capital
Facilities Element of the 2024 Comprehensive Plan Periodic Update. Planner
Michaelis gave a detailed explanation of the updates.
Commissioner Ficker said that some of Brier
residents go to Cedar Way Elementary and it should be added as a school on page
13.
Commissioner Parsons asked should the Brier Park
restrooms replacement be added. He also asked where the boundary lines are for
Edmonds school and Northshore school districts.
Commissioner Campbell asked to clarify what it would
mean if we remove the library from the level of
service of City owned facilities. He feels that the Library
is considered as a community center and should remain in the Capital Facility
Element. There was Commissioner discussion on this topic.
Commissioner DeMorett on page
8 asked if the city is enforcing Policy CF2.3, to allow development to meet the
requirements for adequate public facilities. On page 10 update
with a more
current year, how many fire events occur within the city, it currently says
2018. On page 13 page should we list the capacity of
each school.
Commissioner Rosman on page 16, No. 4, remove the last sentence referencing the library's capacity
for the first twenty years. On page 5 the defining of the level of service for
fire and emergency services seems vague. On page 6 under Parks and Recreation,
what year is the park system value per resident figure from. On page 18 should
the level of service standard for the park system value per resident be
adjusted.
The Public Hearing closed at 7:49 PM.
AGENDA FOR NEXT MEETING (October
16, 2024):
Planner
Michaelis advised the Commissioners that they will have a Public Hearing on the
entire 2024 Comprehensive Plan Periodic
Update.
