BRIER PLANNING COMMISSION MINUTES

October 16, 2024
7:00 PM



Pro-Tem Chair Rosman called the Brier Planning Commission meeting to order at 7:00 PM.

 

ROLL CALL:

Present: Commissioners Campbell, Ficker, Hanson, Parsons, Rosman, and Schneider.

Absent: Commissioner DeMorett.

Staff: Planner Michaelis.

 

APPROVAL OF MINUTES:

Pro-Tem Chair Rosman opened for consideration approval of the September 18, 2024 Planning Commission minutes. Motion: Approve the September 18, 2024 Planning Commission minutes with the correction to the August 21 approval meeting date, Moved by Commissioner Parsons, Seconded by Commissioner Campbell. Motion Carried.


STAFF UPDATES: None.

 

PUBLIC REQUESTS & ORAL COMMUNICATIONS: None.


PUBLIC HEARING:

Pro-Tem Chair Rosman opened the Public Hearing at 7:03 PM, to review a draft Zoning Code to implement SB 5290 Code Implementation of the Local Project Review Act, new Brier Municipal Code section 17.36.035 Local Project Review. Planner Michaelis explained in detail that the code amendment will establish new project review timelines for project permits, provide for a refund mechanism, if the new time periods are not met and adopt measures to expedite permit review timelines.

Commissioner Schneider asked a clarifying question about pre-application meetings and when the clock starts for review and calendar days vs. business days. It should just be calendar days when calculating the timeline for review.

Commissioner Parsons suggested adding the word 'calendar days' when referencing how many days are noted for the timeline review process on lines 70, 74 and 78.

Commissioner Campbell asked how does the city establish the priority of the work flow and when would a consultant be used.

Commissioner Rosman asked how to control other agencies response times to meet the review timeline. There is a comment period that everyone has to respond within.

Commissioner Hanson asked if there would be an issue meeting these new timelines. The City should not have issue with meeting the new review timeline.

The Public Hearing closed at 7:18 PM.

Motion: To recommend approval to City Council the new Brier Municipal Code section 17.36.035 Local Project Review, with the addition of 'calendar days' on lines 70, 74 and 78, Moved by Commissioner Schneider, Clarified by Commissioner Parsons, to include his comments to add 'calendar days', Seconded by Commissioner Ficker. Motion Carried.

 

NEW & UNFINISHED BUSINESS:

A.    Pro-Tem Chair Rosman opened for review the Planning Commission 2024 Annual Report. Planner Michaelis reviewed the report with the Commission.

 

B.    Pro-Tem Chair Rosman opened discussion regarding a public comment received during the September Planning Commission meeting. Planner Michaelis provided written comments from resident Tiffany Austin and asked the Commissioners if they have any questions. There was discussion about why the city must comply with the new middle housing requirements.

Planner Michaelis discussed historical data regarding population and what the projected increase would be over the next ten years.


AGENDA FOR NEXT MEETING (November 20, 2024):

Planner Michaelis advised the Planning Commissioners will have a final draft of the 2024 Comprehensive Plan Update at their November meeting.

Pro-Tem Chair Rosman declared the meeting adjourned at 7:30 PM.
