BRIER PLANNING COMMISSION AGENDA
February 19, 2025

Chair Rosman called the Brier Planning Commission meeting to order
at 7:00 PM.

Present: Commissioners
DeMorett, Ficker, Hanson, Parsons and Rosman.
Commissioner Schneider arrived at 7:02 PM.
Absent: Commissioner Campbell.
Staff: City Planner Michaelis.
APPROVAL
OF MINUTES:
Chair Rosman opened for consideration
approval of the January 15, 2025 Planning Commission
minutes. Motion: Approve the January
15, 2025 Planning Commission minutes, Moved by Commissioner DeMorett, Seconded
by Commissioner Hanson.
Motion
Carried.
STAFF UPDATES:
Planner
Michaelis informed the Commissioners that there is a City Council liaison
appointed to Planning Commission, Councilmember Marley
will be at the next meeting.
He
also mentioned that the City is in the process of
educating the public on Proposition 1: Levy Lid Lift for Brier Police and
Governmental Services, which will be on the April 22, 2025 ballot.

PUBLIC MEETING:
Chair
Rosman opened for review the Zoning Code
Amendment No. CA25-01: Middle Housing and Accessory Dwelling Units.
A. Planner Michaelis gave a brief
presentation to summarize the proposed code amendment changes since the study
session during their January meeting.
B. Chair Rosman
invited the public to provide comments on the proposed code
changes. This is not a public hearing, no time limit will be set, but the Chair
may limit repetitive comments to move the meeting along.
Brad Krueger of Brier, asked to get
clarification on definitions in section 17.04. He would also like to see in 17.29.010.C.3, the rear yard setbacks reduced for
accessory dwelling units (ADU). And to look at 17.29.020 section 7.D, instead
of a paved pedestrian connection, to allow a gravel connection.
Planner Michaelis presented an email
with public comments and questions that was sent to
City Staff today.
C. Chair Rosman
opened for Commissioner discussion on the proposed code amendments on Middle
Housing and Accessory Dwelling Units.
The Commissioners discussed Mr. Kruegers comment to reduce rear yard setbacks for ADU's. No
change will be made.
The Commissioners discussed Mr. Kruegers comment to adjust 17.29.020 section 7.D, to change
the language from, "A paved pedestrian connection" to "A pedestrian
connection".
There was Commissioners discussion on
the emailed comments presented by staff.
Motion: Recommend approval to City Council as written by staff with the below changes:
17.04
Page 3 line 37, page 5 line 1 and
line12, page 10 line 22 and line 43, page 11 line 7, change the word
"development" to "structure".
Page 9 line 3, change the word
"admissions" to 'admission".
Page 9 line 5, start a new paragraph
at "Permanent supportive housing is paired with. . .."
Page 10 line 43, change "buildings"
to 'structure".
Add a definition for 'Accessory
Dwelling Unit'.
17.24 Add
non-conforming language to Secondary Dwelling Units.
17.29 Page 5 line 43, remove the word "paved".
Page 6 line 11, add the word "unit"
after dwelling.
17.48 Pages 8 and 9, change the word "stalls" to
"spaces" in the tables.
16.34 Page 2 line 28, remove the word "as", to
read "nonconforming to some or all. . ."

by Commissioner DeMorett, Seconded
by Commissioner Parsons.
Motion Carried. Planner Michaelis gave
the calendar timeline for implementing these changes.
AGENDA FOR NEXT MEETING (March 19,
2025):
Planner
Michaelis informed the Commissioners they will be reviewing the tree code at
their next meeting.

Chair Rosman declared the meeting adjourned at 8:34 PM.
