BRIER PLANNING COMMISSION MINUTES

April 16, 2025
7:00 PM



Chair Rosman called the Brier Planning Commission meeting to order at 7:00 PM.

 

ROLL CALL:

Present: Commissioners Campbell, DeMorett, Ficker, Hanson, Rosman and Schneider.

Absent: Commissioner Parsons.

Staff: City Planner Michaelis.

 

APPROVAL OF MINUTES:

Chair Rosman opened for consideration approval of the March 19, 2025 Planning Commission minutes. Motion: Approve the March 19, 2025 Planning Commission minutes, Moved by Commissioner Campbell, Seconded by Commissioner Hanson. Motion Carried.


STAFF UPDATES:

Councilmember Marley updated the Commissioners on recent Council activity.


PUBLIC REQUESTS & ORAL COMMUNICATIONS:

Samantha Russell of Brier, would like to see speed cameras installed in Brier, it is hard to turn onto 228th St SW from 32nd Ave W due to high traffic volumes. Councilmember Marley invited Ms. Russell to come speak at a City Council meeting.

 

PUBLIC HEARING:

Chair Rosman opened the Public Hearing at 7:07 PM, for code amendment to Brier Municipal Code (BMC) Chapter 17.52, Tree Protection.

Aly McPhee of Brier, she is part of a group of citizens of Brier to protect the tress of Brier. She would like to see more tree protection in place, to see heritage trees defined, adopt tree canopy regulations and change the size of significant trees from 8 inch to 6 inch.

Annette Kesler of Brier, thanked the Commission for their hard work, and liked that the tree regulations are being kept simple.

Brad Schneider of Brier, has more suggestions for the list of appropriate and not appropriate trees. He also recommends using a container tree over a ball and burlap tree.

Dan Kesler of Brier, in his line of work he has seen no issue with using ball and burlap trees, they just need to be maintained and watered.

Samantha Russell of Brier, started the Facebook group, The Trees Of Brier. She sees the value in trees to the community and does not like to see blanket clear cutting allowed with no preservation to trees.

The Public Hearing closed at 7:20 PM.

Planner Michaelis reviewed the public comments that were submitted for commissioner discussion, with a recommendation to forward the code amendment to City Council with the staff updates as written.

Chair Rosman asked about heritage trees, Planner Michaelis advised if the Commission wants to consider heritage trees it should be added as an amendment or be reviewed at a later meeting during a work shop session. There was Commissioner discussion. Commissioner Campbell would like to see the code updated but not define heritage trees at this time.

Commissioner Ficker would like to see cemeteries removed from the exemption list.

Motion: to recommend approval to City Council Code Amendment to Brier Municipal Code (BMC) Chapter 17.52, Tree Protection Code with the staff updated draft, Moved by Commissioner DeMorett, Seconded by Commissioner Hanson. Motion Carried.


AGENDA FOR NEXT MEETING (May 21, 2025):

Planner Michaelis advised the Commissioners pending a land use application status the next meeting may be canceled due to lack of business.

 

ADJOURNMENT:

Chair Rosman declared the meeting adjourned at 7:55 PM.
