BRIER PLANNING COMMISSION MINUTES
June 18, 2025
7:00 PM



Chair Parsons called the Brier Planning Commission meeting to order at 7:00 PM.

 

ROLL CALL:

Present: Chair Parsons, Commissioners Campbell, DeMorett, Ficker, Krueger and Schneider.

Absent: Commissioner Hanson.

Staff: City Planner Michaelis.

 

APPROVAL OF MINUTES:

Chair Parsons opened for consideration approval of the April 16, 2025 Planning Commission minutes. 7:01 PM Motion: Approve the April 16, 2025 Planning Commission minutes, Moved by Commissioner DeMorett, Seconded by Commissioner Ficker. Motion Carried.


STAFF UPDATES:

Councilmember Marley updated the Commissioners on recent Council activity.

 

PUBLIC REQUESTS & ORAL COMMUNICATIONS: None.

 

PUBLIC MEETING - Zoning Code Amendment City File No. CA25-01: Middle Housing and Accessory Dwelling Units:

Chair Parsons opened for a brief presentation by City Planner Lee Michaelis to summarize proposed code amendment changes following Department of Commerce 60-Day Review.

 

Chair Parsons opened up to the public for an opportunity to provide comments on the proposed code changes. This is not a public hearing, no time limit will be set, but the Chair may limit repetitive comments to move the meeting along.

 

Dave Johnson, Brier- had a question on street definitions and set back regulations on corner lots and through lots concerning ADU's. 7:21 PM

 

There was Commissioner discussion on the proposed middle housing and accessory dwelling units code amendments. Commissioner Campbell wanted to share his appreciation to City Planner Michaelis for all the work he has put into this topic and working with Commerce. Commissioner Kreuger would like to see section L from attachment D to include the 20 ft setback requirement for ADU's and to add the definition of what an "alley" is. Commissioner Campbell wanted clarification on how the number of parking spots are determined for ADU's.

 

Chair Parsons opened for consideration approval of Zoning Code Amendment City File No. CA25-01: Middle Housing and Accessory Dwelling Units. 7:34 PM Motion: Approve

 

Zoning Code Amendment City File No. CA25-01: Middle Housing and Accessory Dwelling Units with an amendment to Attachment D, Section L moving part of BMC 17.29.010.C.3 related to 20-foot rear yard setbacks for ADU's to BMC 17.29.030 and combine it with subsection L or create a new subsection M and add the definition of what an "alley" is, Moved by Commissioner Campbell, Seconded by Commissioner DeMorett. Motion Carried.

 

MISCELLANEOUS BUSINESS:

Chair Parsons opened to appoint a Planning Commission Chair Pro-Tem. 7:36 PM Commissioner DeMorett nominated Commissioner Campbell for Chair Pro-Tem. Motion: Approve Commissioner Campbell as Planning Commission Chair Pro-Tem, Moved by Commissioner DeMorett, Seconded by Commissioner Parsons. Motion Carried.


AGENDA FOR NEXT MEETING (July 16, 2025):

Planner Michaelis stated that the July meeting will focus on a Land Use Application and a Code Amendment for Assisted Living Facilities in Brier. Commissioner DeMorett will not be at July's meeting.
