BRIER PLANNING COMMISSION MINUTES
August 20, 2025

Chair Campbell called the Brier Planning Commission meeting to
order at 7:00 PM.

Absent: Commissioner

APPROVAL
OF MINUTES:
Chair Campbell
opened for consideration approval of the July 16, 2025
Planning Commission minutes. Motion:
Approve the July 16, 2025 Planning Commission minutes,
Moved by Commissioner Schneider, Seconded by Commissioner Krueger.
Motion Carried.
REPORTS OF
COMMISSIONERS/STAFF/ANNOUNCEMENTS:
A.
Planner
Michaelis welcomed Alycia Maykovich to the Planning Commission.
B.
Mayor
Dale welcomed Commissioner Makovich to the Planning
Commission. He also thanked City Planner Michaelis for all his hard work. He
thanked the Commissioners for their hard work and dedication to the City of
Brier.
C.
Councilmember
Marley updated the Commissioners on recent Council activity.
PUBLIC REQUESTS &
ORAL COMMUNICATIONS: None.
PUBLIC HEARING:
Chair
Campbell opened the public hearing at 7:10 PM, for Conditional Use Permit No.
CUP25-01, on-site septic system repair, located at 2206 227th Pl SW.
Planner Michaelis summarized the proposed septic repair with a staff
recommendation to recommend approval.
Chair
Campbell asked about the setback reduction.
The
public hearing closed at 7:12 PM.
Motion: Recommend approval to City Council of
the on-site septic system repair, located at 2206 227th Pl SW with
staff recommended conditions, Moved by
Commissioner DeMorett, Seconded by
Commissioner Schneider. Motion Carried.
STUDY SESSION:
Chair
Campbell opened for discussion, code amendment for assisted living facilities.
Planner Michaelis presented a draft language amendment to update Brier
Municipal Code to allow assisted living facilities.
Commissioner
DeMorett asked why would the city
be leaning towards using a traffic study to determine parking needs. Is there a
way to determine how many of these facilities are in our neighboring cities.
Commissioner
Schneider asked to clarify what the difference is between an adult family home
and an assisted living facility. She is concerned about how this could change
the appearance of a residential neighborhood. Is expanding the business
district an option.
Commissioner
Krueger asked is there is a maximum number of square footage for these facilities. He also asked about allowing
this use in the business district.
Chair
Campbell is concerned about the burden this could put on emergency services.
What fire prevention restrictions would be required. He feels there should be
an appropriate fee for the licensing of a facility. Would there be an impact on
public transportation. He would like to know what the process is at the state
level for licensing these facilities and what type of inspections are done to
regulate them.
Commissioner
Ficker asked where the city was on amending the
licensing fee structure for businesses. She is wondering where the 100 square
foot requirement of open space per unit came from.
Commissioner
Maykovich asked is there a
regulation of number of employees allowed.
MISCELLANEOUS BUSINESS:
Planner
Michaelis advised the Commission that construction of the amphitheater will
begin on August 25th. He also announced the city was able to obtain
grants to replace the restrooms in Brier Park.
AGENDA FOR NEXT MEETING (September 17, 2025):
Planner
Michaelis informed the Commissioners they will hold a public hearing for the
code amendment of assisted living facilities at their next meeting.
