BRIER PLANNING COMMISSION MINUTES
October 15, 2025

Chair Campbell called the Brier Planning Commission meeting to
order at 7:00 PM.

Present: Commissioners
Campbell, DeMorett, Ficker, Krueger, Schneider and Maykovich.
Absent: Commissioner Hanson.
Staff: City Planner Michaelis.
APPROVAL

minutes, Moved by Commissioner

STAFF UPDATES:
Councilmember
Marley updated the Commissioners on recent Council activity.
City
Planner Michaelis gave updates on the construction of the amphitheater and
decant facility.
PUBLIC REQUESTS &
ORAL COMMUNICATIONS: None.
PUBLIC
HEARING:
A. Chair Campbell opened the Public Hearing
at 7:05 PM, to discuss Conditional Use Permit No. CUP25-02, for a kennel
license located at 22320 Hickory Way. City Planner Michaelis gave an overview
of the permit application with a recommendation to approve with conditions.

the applicant explained why they are asking for this
kennel license.
Commissioner Campbell asked if the
kennel license is transferable, no it is not. He also asked does this kennel
license have a limit for number of dogs that can
reside on this property, no there is not.
The Public Hearing closed at 7:21 PM.
Motion: Recommend approval with staff
recommended conditions to City Council of Conditional Use Permit No. CUP25-02,
for a kennel license located at 22320 Hickory Way, Moved by Commissioner Krueger, Seconded
by Commissioner Campbell. Motion Carried.
B. Chair Campbell opened the Public Hearing
at 7:23 PM, to discuss Brier Municipal Code (BMC) Amendment file No. CA25-04,
to add Assisted Living Facilities to our zoning code. City Planner Michaelis has
two questions from City Council he needs to get
answered before the code amendment can be finalized. He needs to research if
the city can restrict the use to the Neighborhood Business
Zone and if they can restrict the number
of units per building. This code section will be coming back to the Planning
Commission for Public Hearing once it is finalized.
The Public Hearing closed at 7:25 PM, as
they will have another Public Hearing for this code amendment.
Commissioner Schneider
asked if limiting assisted living facilities to the Neighborhood Business Zone,
would the City Council consider expanding the business zone.
MISCELLANEOUS BUSINESS:
Commissioner
DeMorett asked what is on the list of upcoming code
amendments for the remainder of the year.
AGENDA FOR NEXT MEETING (November 19, 2025):

Michaelis advised the Commissioners there is nothing on the agenda currently.

Chair Campbell declared the meeting adjourned at 7:30 PM.
